“Millions of Retirees Face Winter Fuel Payment Repayment”

Around two million retirees are expected to forfeit their Winter Fuel Payment this year despite changes in eligibility rules. The Winter Fuel Payment, which can reach up to £300, is typically disbursed to individuals born before September 22, 1959. Individuals with an annual income exceeding £35,000 will need to repay the Winter Fuel Payment. While the payment is initially issued, the HMRC will recoup it through the tax system, primarily via adjustments to the individual’s tax code for those under PAYE, or through inclusion in their tax return for those under self-assessment.

The income threshold of £35,000 is determined per individual, potentially resulting in one household member keeping their share of the Winter Fuel Payment while another is required to reimburse theirs. The deadline to opt out of receiving the Winter Fuel Payment was September 15, 2025. Payments are usually distributed in November or December by the Department for Work and Pensions (DWP), equating to £200 for eligible households and £300 for households with a member aged over 80, based on the recipient’s age by the end of the qualifying week, which this year spans from September 15 to 21, 2025.

If a recipient is already receiving certain benefits, the Winter Fuel Payment will be automatically sent. However, individuals not receiving these benefits must make a claim if they meet specific criteria. Ineligible scenarios include being hospitalized for free treatment throughout the qualifying week and the preceding year, being incarcerated during the qualifying week, or residing in a care home since June 23, 2025, while also claiming specific benefits like Universal Credit and Pension Credit. In Scotland, the Winter Fuel Payment has been substituted with the Pension Age Winter Heating Payment.
